Looks like the Kmer Rouge of Toys'R'Us.
Whats weird about this site is that it is constant flux. Someone has been maintaining it for years...which is super strange because it is on a pretty nice street and you would think some picky person would complain.
Likely someone died here in a car wreck sometime. They often put special toys that the deceased, usually a child or teen liked or reminds them of the deceased. They are sad to see, especially when they are maintained for years.
